The modern technologies that surround us today have done the same things for smaller markets like penny stocks, as they have for the NYSE and similar operations, enabled information and trading at the speed of light, or at least within a few moments, more realistically.  This has led to the recent explosion in interested for the penny stock market, which is essentially an unregulated securities exchange, much as the NYSE is, but with the major contrasting features of no regulation or guidelines for stock value and the prices of the stocks themselves.

You may have to invest in a hair transplant cost before you learn the ins-and-outs of the market, but the investment in time is well worth it.
